How can I repair a APC from the inside?

As soon as I enter I can't choose weapons but am instead looking out the side/ window with my weapon ready. In a Heli I can choose the wrench and repair on the move.

Someone told me that the very fact of being in there repaired it automatically but this isn't the case for me.

Its automatic.Once youre an engineer and jump into a damaged vehicle its repaired by your presence alone!

Hmmm, well on the TiG server it takes almost forever to repair. We always arrive where we're going before the thing is repaired. but if I hop out, it never takes anymore than 5/6 seconds to fix but runs the risk of a TK due to moving APC.

I'll try again later this evening...

yes it takes longer to repair when your on the inside just like when your a medic or support its quicker, when your in an A.P.C you use the machine gun in it and not your own in a blackhawk you can sit on the door opening and use your own gun or spanner if you want
