What kind of settings do you people use for TS.
Sound driver set to wave/direct sound?
Direct Buffer size...
Bandwidth limits...

Last match when it climbed to 700ms I jumped into an empty TS channel.
Ping dropped after a second of two.

Cable BB is supposedly 'a shared medium and lossy by its nature'.
Now and again a packet or two might go missing and this can rarely be the sole cause of a PB kick but it seems to set off ping hikes which sometimes don't reflect playability.
I'm wondering if it is TS traffic resends or something.

Do people use these settings like bandwidth limits...

I use bandwidth limits but I have to as we occasionally have upto 3 machines sharing one 512/128 connection.  Currently I limit up to 17kbits/s and down to 32kbits/s.  All other sound settings at default.

I take it your machine is free of spyware and you have nothing else running in the background (like Steam (/me shakes fist)) on your machine Devil?

No.
When I moved to the new machine I kept everything to a minimum, I ad-aware regularly and steam is broken(/me shakes fist).
I had suspicions about TS already so that day I had 15k up 17k down limits on yet changing to an empty channel seemed to help.
Might have been a fluke.
